OUR MISSION
To ensure that persons that meet the criteria for jobs are employed, trained rewarded and disciplined in an open, fair and impartial manner; to make optimal use of the competences, skills and qualifications available in the country in general and the Civil Service in particular; and to advise and support government policy formulation on civil service recruitment, development and discipline.
OUR VISION
To be a highly independent, competent, transparent and accountable Public Service Commission with the ability to identify and recruit competent and qualified personnel to ensure an effective and efficient Civil Service.
ROLE OF PUBLIC SERVICE COMMISSIONS
Worldwide, Public Service Commissions are tasked with ensuring that appointing authorities as well as appointed personnel act in accordance with Governments Governance code. In the case of the Gambia, members of the Public Service Commission are directly appointed by the President, though the act independently of Government Ministries.
MANAGEMENT
The exercise of any powers or the discharge of any duties under the public service act shall be subject to the general directions of the President
The Minister shall be responsible for the general supervision of the public service, including the management and training policies of the service.
The Secretary General as head of the public service shall be the principle adviser to the President on matters affecting the public service and shall have general responsibility for the efficient functioning of the public service.
CODE OF CONDUCT
The code of conduct provides a set of guidelines on specific areas of conduct, applicable to civil servants. In general, it requires all civil servants to uphold and practice seven fundamental ethical values and standards.
To demonstrate loyalty to the Government of the day and to the country
To place the public interest before private interest and to ensure that private advantage does not conflict with public duty.
To avoid the use of public position for personal advantage
To serve with efficiency and industry and to perform tasks honestly and conscientiously
To avoid bringing outside pressures or personal relationships in pursuit of personal claims
To refrain from accepting gifts, presents and other favours that will compromise one’s integrity and objectivity
To avoid divulging confidential information available to one in the course of the execution of his/her official duties
